The programme will support young Nigerians ranging from ages 15-35 who are entrepreneurs and involved in early stages in creative, innovative and technology-enabled ventures. </p><p><br /></p><p>“I think it is now imperative to commence a coordinated approach towards innovation on the continent, bringing together all stakeholders to coordinate efforts at scaling up investments and building programmes that provide the right enabling environment and produce talent pipelines that support the growth of innovation on the continent,” Prof. Osinbajo said in his keynote address at the event.</p><p> </p><p>Under i-DICE, constraints such as access to capital, and capacity limitation of Start-ups would be effectively addressed. But according to the VP, more needs to be done to scale up such programmes.</p><p> </p><p>In his words, “the government must provide more support for startups and small businesses, and investors must provide more funding. This is why the Investment in Digital and Creative Enterprises Programme is important.”</p><p> </p><p>i-DICE is supported by funding from the African Development Bank (AfDB)-$170m, the Islamic Development Bank (IsDB)-N70m and the Agence Française de Développement-$116m. There is also Federal Government of Nigeria counterpart contribution of $45 million through the Bank of Industry loans for qualifying start-ups.</p><p><br /></p><p>On behalf of the Nigerian government, the Vice President thanked the development partners for their collaboration.</p><p><br /></p><p>Commending the efforts of the development partners, the Vice President noted that the programme’s design “supports innovation across very critical pillars including policy, infrastructure, access to finance and talent. These pillars have been identified as very critical to the growth and sustenance of innovation on the continent.”</p><p> </p><p>The VP disclosed that “the total fund is $618 million, out of which the AFDB provides $170million, the Agence Francaise de development $116m and the Islamic Development Bank will provide $70 million in co-financing.” Another $271m is expected from private sector and institutional investors, he noted.</p><p><br /></p><p>Similarly, Prof Osinbajo observed that the launch of the (i-DICE) Programme was a significant milestone by the Nigerian government in its continued efforts in harnessing the potential of its youth population and creating more jobs.</p><p> </p><p>Beyond job creation, “the programme is a government initiative to promote innovation and entrepreneurship in the digital tech and creative industries and especially targeted at job creation,” the VP added.</p><p><br /></p><p>Speaking about the Buhari administration’s efforts in supporting the growth in the tech and innovation sectors, the VP noted that, “as a government, we have consistently provided support to the innovation ecosystem over the last 8 years. In 2018, we established the Technology and Creativity Advisory Group. The Advisory Group brings together stakeholders in the technology and creative industries, to contribute directly to policy formulation, articulation and the design of the technology and creative sectors of our economy.”</p><p> </p><p>“The Group has influenced various government policies for the growth of the economy.</p><p><br /></p><p>For instance, the Ministry of Communications and Digital Economy, working with NITDA has established a Center for Artificial Intelligence and Robotics, the Ministry has also led the coordination of our partnership with Microsoft to increase Nigeria’s technology talent pipeline by training 5 million Nigerians in various technology skills,” Prof. Osinbajo said.</p><p> </p><p>The Vice President also recalled how President Muhammadu Buhari signed Nigeria’s Startup Bill into law, making it the Nigeria Startup Act and also highlighted the essence of collaboration between the private sector and government in scaling up such programmes.</p><p> </p><p>He stated that there has been an influx of private capital which has enabled startups “to expand operations and create new jobs while contributing significantly towards overall GDP growth of the country. There are of course thousands of startups that have used private funds or debt that goes unrecorded.”</p><p> </p><p>The VP referenced Disrupt Africa’s 2022 Tech Funding Report which indicated that “Nigeria was the best-funded country in Africa for the second year running, with a minimum of 180 startups, making up approximately 30% of Africa’s funded ventures, raising approximately $1billion - substantially ahead of all other countries on the continent on both counts.”</p><p><br /></p><p>The Vice President commended development partners for their support, and also thanked the AfDB President, Dr. Akinwunmi Adesina, for his role in bringing the idea to fruition.</p><p> </p><p>On his part, the President of the African Development Bank, Dr Akinwunmi Adesina commended the Federal Government’s commitment to the actualization of the initiative, particularly the leadership of the VP in creating “the enabling environment for the development of start-ups, as well as position Nigeria as Africa’s leading digital technology centre.”</p><p> </p><p>He said “today, I will thank you, my brother, the Vice President. They spent a lot of time trying to earn a living rather than spend time to further develop their skills.</p><p><br /></p><p>Giving them financial support would make a difference. Their profile spoke for them and made them marketable.</p><p><br /></p><p>Once the initiative kicked off, </p><p>some home based athletes now gets as much as $10,000 paid directly into their accounts and managed solely by them. Some use it to pay for their coaches, kits, nutrition, health insurance etc. </p><p><br /></p><p>Foreign based athletes now earn $20,000 due to the fact that they definitely have a higher overhead.</p><p><br /></p><p>It is worthy of note that a number of State Governors were very supportive:</p><p>Delta</p><p>Edo</p><p>Ogun</p><p>Lagos</p><p>Bayelsa all embraced this initiative and supported our Athletes.</p><p><br /></p><p>Kudos to the Corporate World who also embraced the Athletes.</p><p>Fidelity Bank</p><p>Zenith Bank </p><p>UBA Bank</p><p>Access Bank</p><p>All made a difference. </p><p><br /></p><p>38 Athletes in total are beneficiaries of the Adopt-An-Athlete initiative. </p><p><br /></p><p>PRE-COMMONWEALTH GAMES</p><p>Three months before the Commonwealth, Twenty-One(21)meetings were held at various levels just to make sure all bases were covered. </p><p>Now, this is active preparation and being deliberate about your goals.</p><p><br /></p><p>AFN did very well in working with the Athletes.</p><p>Coaches and Technical crew were also fantastic. They did an amazing backroom job.</p><p><br /></p><p>Nine (9) games where Nigeria ranked amongst the Top Fifty (50) worldwide were chosen for us to participate so we could maximize our strenght. </p><p><br /></p><p>WHAT ELSE DID MINSTER S.D DO DIFFERENTLY?</p><p>Athlete's allowances, bonuses and award money must be available 48 hours before their game. Before most athletes competed in their games, they had their allowances readily available to them. Some allowances were increased and new bonuses activated.</p><p><br /></p><p>There is now readiness check-boxes for all Games where Nigeria will be represented. </p><p><br /></p><p>Due to unavailability of funds, Four (4) out of Nine (9) Championships were chosen because of funds. Our investigations revealed that Chief Jim Nwobodo intervened in 1997 after the 1st democratic election in Sports Federations; Omerua and Ikazabo did in 1999 and Rtd. Col. Musa Mohammed in 2004. All of them threatened drastic measures of dissolution and establishment of Interim Committee for the Sport. They never achieved except now.</p><p><br /></p><p>2.<span style="white-space: pre;"> </span>The last five years have equally witnessed an unending Basketball leadership crises with 3 different groups currently in contention.</p><p><br /></p><p>3.<span style="white-space: pre;"> </span>This circle of disruptive NBBF elections began in 2017 with 2 factions and presidents (Umar and Kida), and the climax in 2022 following the emergence of a 3rd faction with Igoche Mark as President.</p><p><br /></p><p>4.<span style="white-space: pre;"> </span>The court suspension of the National Basketball League for 3 years plus, was because of this leadership disagreements. Youthful local talents have been wasting away for years because of the dysfunctional league.</p><p><br /></p><p>5.<span style="white-space: pre;"> </span>National team Players, both Male and Female are entirely drawn from overseas including their Coaches who are all foreigners. At a time there were 10 foreign Coaches attached to our Male team. Harvesting only Nigerian professional Players overseas is not Basketball development. It must go hand in hand with grassroots and home based Players.</p><p><br /></p><p>6.<span style="white-space: pre;"> </span>The unresolved boardroom crisis currently has degenerated into the polarization of National team Players (both Male and Female), and who have expressed their unwillingness to compete for Nigeria under this ugly scenario.</p><p><br /></p><p>7.<span style="white-space: pre;"> </span>Multiple meetings aimed at resolving the crises have yielded no positive results.</p><p><br /></p><p>8.<span style="white-space: pre;"> </span>The Ministry and the Federal Government have been severally misrepresented many times to FIBA and the public by elements from the Kida faction who have used the well-known blackmail tool of Interference to tie Government, and make FIBA call Government a third party. By this, Nigeria's sovereignty is being challenged and trampled upon by the NBBF gladiators who now want Government to lift the ban.</p><p><br /></p><p>9.<span style="white-space: pre;"> </span>Equally well known is that FIBA completely ignored Government’s invitation to visit Nigeria to look into the Basketball crises. The Nigeria Olympic Committee (NOC) was equally snubbed.</p><p><br /></p><p>10.<span style="white-space: pre;"> </span>Also known, is that the Ministry with the knowledge of FIBA went ahead to set up the Basketball Reconciliation Committee with membership drawn from all disputing parties. The Ministry concurred to the salient recommendations of the Committee. Notwithstanding, the crisis continued.</p><p><br /></p><p>11.<span style="white-space: pre;"> </span>Our findings also have shown that there is no NBBF money lodged in the CBN and that the only money in the NBBF account with the CBN is the “Adopt-an-Athlete” funds to the tune of US$230k, to support the 24 Basketball Players that represented the Country at the Olympics. This money has severally been confirmed, was raised by the Ministry and it was domiciled in the NBBF Domiciliary account until disbursement, and that the female Players who have submitted their bank account details have since been paid US$9,500 each last year, and pending is the male Players who are yet to submit their account details for payment.</p><p><br /></p><p>12.<span style="white-space: pre;"> </span>It is also confirmed that there is documentary evidence that this money was never diverted, as the balance to date remains in the NBBF account with CBN until disbursement. </p><p><br /></p><p>13.<span style="white-space: pre;"> </span>We are aware that from the Tokyo 2020 Olympic Games participation, all athletes have been fully paid their allowances, return flight tickets (where applicable), winning bonuses, as well as their enhanced training grants (increased from 4,500 dollars to 6,000 dollars by the Federal Government), including the Male and Female Basketball Players.</p><p><br /></p><p>14.<span style="white-space: pre;"> </span>It is also known, that approval has been received for the balance of outstanding allowances, with the release of the fund being awaited while outstanding claims are being verified by both the Ministries of Finance and Youth and Sports Development.</p><p><br /></p><p>15.<span style="white-space: pre;"> </span>We note that the 2019 NBBF Constitution by Kida group remains a hot bone of contention by many segments of Basketball Stakeholders and remains at the heart of the NBBF unending leadership crisis. That same Constitution is not only alien to the Nigeria Sports culture, but is incongruous with the Constitution of other 37 National Sports Federations, and jettisons the Code of Governance of the Sports Ministry.</p><p><br /></p><p>16.<span style="white-space: pre;"> </span>Equally central to the crises is the fact that Kida was the architect of the 2019 Constitution in which he had vested interest to return as President, and went on to ensure that sections of the so-called Constitution permitted him and the Vice President to return to office without a constituency with only a voice vote of 2 persons at an Elective Congress. The same Constitution also disqualifies persons who are not resident in Nigeria for 4 consecutive years from being on the board. To a discerning mind, this obviously is targeted at creating a cult group, by eliminating some key Stakeholders that in our opinion are perhaps the most valuable resources the Country has. Obviously, this closes the door for the cream of our top athletes and managers who have retired and currently are key to the development of the game in the US and elsewhere, at a time that the FGN has set up a Diaspora Commission to enhance backward linkages not only in ideas but resources for the development of the Country. The moral question in this illegality is obvious.</p><p><br /></p><p>17.<span style="white-space: pre;"> </span>Indeed, efforts to build a national Basketball team around foreign Players and the Afrobasket victories can only be useful to the Country if carefully conceived with backward integration, to have impact on the growth of Basketball in the Country and development of the economy. </p><p><br /></p><p>18.<span style="white-space: pre;"> </span>We acknowledge the enormous efforts of past Presidents of the Federation particularly in recent times, HRH U.K Umar and HRM The Gbong Gwom Jos, Elder Buba Gyang for their tireless efforts during their tenure at putting Basketball on a growth trajectory, that has gradually been eroded by ego parading and self-serving so-called administrators. Between these two past Presidents, they have established age group tournaments that saw Nigeria dominate African Junior Championships, win Olympic and World Cup tickets, and established highly competitive local leagues for Men and Women, from where many home grown athletes were drafted to elite leagues worldwide and colleges in the US.</p><p><br /></p><p>19. I remember hearing back in the day that he donated a building to an orphanage, I was so inspired and I said I must do the same when I grow up. </p><p>Whenever you went to visit bro Femi he would ensure you spend hours with him. I noticed it was not just me, he was like that with everyone. He loved having quality people round him. He would either stuff your handbag full with moi moi, make you drink umpteen cups of tea 🍵 or ensure he ordered you the take out of your choice. </p><p>I hardly ever saw bro Femi in regular clothes. </p><p>He was always in a long white jalabia or his black knee high Wellington boots. The likes of Ese Brume, Tobi Amusan, Enoch Adegoke, and Blessing Oborodudu. These are all young Nigerians doing great things in sports. </p><p><br /></p><p>There are also Young Nigerians riding the crest wave of the information technology revolution and they are pioneering new patterns of enterprise and wealth creation and in the process have established this country as the most vibrant innovation hub on the African continent. </p><p><br /></p><p>There are several unicorns and promising start-ups in Nigeria already. In the Fintech sector alone, we have at least five unicorns, Flutterwave, Paystack, Opay and Interswitch all valued at more than $1billion each. </p><p><br /></p><p>In e-commerce sector, we have Jumia. We also have Piggyvest, a wealth management platform that at the end of 2019 had helped about 80 million users and all of these are persons who are doing incredible things. </p><p><br /></p><p>Our tech entrepreneurs and innovators are not just applying their talents to profit-making endeavours but also seeking to address social problems. People like Saadat Aliyu, who runs a tech hub in Kano, has developed an app for reporting cases of sexual assault. </p><p><br /></p><p>Only last week, the Canon Young Champion of the Year Award, which celebrates the achievements of young people around the world who are driving social and environmental change, went to Alabi Samuel Anjolaoluwa in the Under-21s category for his inspiring project, 'Students of Ibadan,' which shines a light on the struggles faced by under-served students in the city of Ibadan. </p><p><br /></p><p>The genius of young Nigerians for invention is evident. You know the likes of Silas Adekunle, the robotics engineer who invented Mekamon, the world’s first intelligent gaming robot. Max Chinnah who at 26 invented the Genesys Cooker, a smokeless stove that addresses the problem of smoke pollution which kills an estimated 4 million people every year. </p><p><br /></p><p>I could also speak of Ejikeme Patrick Nwosu, an organic chemist who has invented a fire retardant paint that could drastically mitigate the risk of fire outbreaks. How about outstanding young teachers in primary and secondary schools. The award winning Henry Anumundu who has been recognized for his effective teaching of primary school children in very poor communities, or Oluwabunmi Anani, the 2020 Winner of the Maltina Teacher of the year award, recognized for her revolutionary teaching methods in English and English literature for senior secondary school students in Yola, Adamawa State. </p><p><br /></p><p>Across the world, our most potent ambassadors are young Nigerians who are breaking new grounds, breaking records and winning laurels in diverse fields of endeavour. </p><p><br /></p><p>We recognize that our young people are this country’s most strategic asset. Investing in them is clearly investing in the economic strength and development of our nation. This is why my administration has established initiatives such as the N75 billion National Youth Investment Fund and the Central Bank of Nigeria’s Creative Sector Fund. </p><p><br /></p><p>It is why I recently approved the investing in Digital and Creative Enterprises (iDICE) programme - an over $600million programme supported by the AfDB which will support young tech and creative sector entrepreneurs through the provision of finance for training for their business, finance for skills development and finance for infrastructure. </p><p><br /></p><p>Earlier this year, we partnered with the UNDP and the private sector in the Jubilee Fellows Internship programme. Under this programme for the next 5 years, every year 20,000 graduates after their youth service will be given internship opportunities in private sector companies and in public agencies. </p><p><br /></p><p>The idea is that these interns will gain relevant career and life skills that will enable them transition seamlessly into professional, business or public sector, while also earning very good pay during the period of the internship. Every youth corps member who is here today is eligible to apply to be one of the 20,000 that will be chosen as Jubilee Fellows. And during the course of the internship the participants will be attached to a private or public company and they will be paid for the entirety of the programme. </p><p><br /></p><p>I have also as you must be aware approved the increase of N-Power beneficiaries from 500,000 to one million. Because young people constitute the majority of our population, they are by both default and design the very centre of all of our efforts to stimulate growth. </p><p><br /></p><p>From our Social Investment schemes and all of the other innovations in the economy and support for Micro, Small and Medium Enterprises, we have placed the interests of our youths at the heart of policy making. </p><p><br /></p><p>Despite these efforts I still think it is natural and inevitable that there would be a degree of tension between a generation at the vanguard of innovation and the establishment. Young Nigerians often feel frustrated by the inability of our institutions to keep pace with their drive, their aspirations and their dynamism. I can certainly relate to this, but believe it or not I too was once a young person! </p><p>While differences of opinion in respect of official policies is normal in liberal democracies such as ours, but out of respect for the rights and sensitivities of others, disagreement must be temperate and channeled through legally and socially acceptable means. Disagreement must never lead to destruction. </p><p><br /></p><p>Most importantly, we must keep our faith in our country and remain optimistic that it will serve as the locus for fulfilling our aspirations. Building a nation is an intergenerational endeavour. I think this is a particularly important point. Governments can be changed in electoral cycles but the destiny of a nation is shaped across generations. </p><p><br /></p><p>This country is ours – above and beyond partisan squabbles, disagreements and everything else – the future will be what we make of it. In these days when we seem to be assailed on all sides it is natural to fear for the future and to nurse anxiety about what tomorrow holds. </p><p><br /></p><p>However, this is not the time to give up or to succumb to despair. This is the time to engage and to work more assiduously to build the country of our dreams. </p><p><br /></p><p>The successful “Not too Young to Run” campaign which led to legislation that expands opportunities for the political inclusion of young Nigerians is a sterling example of how dedicated youth advocates initiated and saw through a key piece of political reform by working through the system. It is evidence of what can happen when Nigerians from diverse backgrounds make common cause. </p><p><br /></p><p>My signing into law of the Not too Young to Run bill almost three years ago opened the door for youth inclusion in our political process and by extension in governance. It is my belief that Young Nigerians should organize, mobilize and participate fully in public affairs. Your contributions are invaluable to the debate on the what sort of future we want.</p><p><br /></p><p>Your engagement in political life is about participating in the campaign to ensure that Nigeria works for all of us. The big policy questions of the day – how to transform Nigeria into a first world economy that provides high levels of good paying jobs, welfare, security and equity for its people – are questions of particular relevance to your generation. </p><p><br /></p><p>But so also are the challenges that attend all massive social and economic transformation in diverse societies. Our present challenges are therefore neither unique nor exceptional. The task of lifting people out of poverty, promoting economic growth and social justice, healing communities torn apart by conflict, addressing historical grievances, doing justice and forging a common identity in a diverse society is one that many nations throughout history and across the world have had to tackle. It is within our power to address these issues and emerge from them even stronger as a people. </p><p><br /></p><p>This is why you must reject the temptation to inherit the biases and prejudices from your parents or of seeing the country through the jaundiced eyes of some in generations that have gone before you. The lesson of history is that the world’s most successful nations are those that have learned how to harness the power of diversity. </p><p><br /></p><p>I urge you to build the networks, partnerships and alliances in life, business and politics that transcend ethnicity, race and religion. Diversity is an opportunity to learn, to make new friends and to add to the wealth of your experience as human beings. </p><p><br /></p><p>By the same token, do not be captives of nostalgia. Be wary of the invocation of the “the good old days” or a lost golden age that supposedly existed before you were born. There was no such era. Every generation makes the most of the time that it has. Your forebears played their part in their time and now you must seize yours. </p><p><br /></p><p>In the words of our nation’s first President, Dr Nnamdi Azikiwe, “Youth is the golden age of man.” There is no more golden time than the present so seize it. </p><p><br /></p><p>Progress is not made by looking back but by looking ahead. Your generation has been gifted with so many tools and opportunities. You are at the most developed time in the history of the world and the most developed time in the history of technology. Everything that you know today is much better than in previous years. So, you can shape not just your destinies but the destinies of your nation. It is up to you to use them well. Refuse to succumb to hopelessness and easy cynicism. </p><p><br /></p><p>By all means, you must learn the lessons of history and be diligent students of memory but the future will be defined by our capacity for visioning and innovation, imagination and reimagination, invention and reinvention, that is what will determine the future. </p><p><br /></p><p>To speak of a New Nigeria that is not bound by prejudice and divisive narrowmindedness but defined by a progressive spirit of liberalism, enterprise, innovation, mutuality and openness is to speak of a new breed of Nigerians who manifest these values. Gathered in this place are young Nigerians from diverse backgrounds – different ethnicities and creeds – and you represent the new Nigeria. Your generation will lead Nigeria into its best era yet. </p><p><br /></p><p>While I do not subscribe to the notion that youths are only leaders of tomorrow, I nevertheless know it to be true that the future does not arrive until it is imagined, produced and modelled in the present. Birthing the future requires us to engage even more deeply in constructive endeavours that build up our communities whether through public service and politics or enterprise and political activism. </p><p><br /></p><p>Young Nigerians are the very best of us. They are our reservoir of hope and creative optimism. All that is good and great about us as a people is inherent in our youths. I know of no other set of people as obsessed with constant self-improvement as young Nigerians. At home and abroad, this drive to not just be better, but to be the best that they can be inspires achievements that make us all very proud. </p><p><br /></p><p>I urge you to continue to seek the path of self-actualization. For our part, we will as an administration continue to support your efforts by creating an environment that enables the fulfillment of your dreams. It may be difficult but we will get there. </p><p><br /></p><p>In conclusion, I want to ask that you boldly and with commitment to continue to ensure that the Nigerian youth and the great Nigerian dream remains at the heart of everything that you do. For us, it will remain at remains at the heart of our investment and development agenda. In Nigeria, we were able to establish the youth investment fund at an interest rate of 5% single digit, the lowest and we think that would help to turn our youths to entrepreneurs. I think these are the key major areas. I can provide another example when it comes to sports. It is important that we have inter-country tournament and championship beyond what we do in Nigeria, Egypt, Algeria and Morocco. We can come together and organise a Volleyball Tournament, or an Athletics Championship. It's miniature skills but it's impactful. In athletics, some points could be gained and ranking improved. We can even organize football matches; we just did a six -Nation football tournament which the FIFA and CAF presidents came. It had six top women football countries in Africa participate and it was an exciting time where they also got points for participating. </p><p><br /></p><p>"Also, we can look at youth exchange, our youths love to travel, sadly some of them travel illegally. We can have them make this travel legally and be more impactful. We will design a youth exchange programme between our countries. From Egypt and Algeria we may have 50 youths selected by Egyptian Ministry or the Algerian Ministry have a programme in Nigeria which they will fit into, whether it is a Sports event, digital skill or entrepreneurship skills program. We can even start with 10 youth for a month exchange program. That was the practice in the past but it stopped. But youths in Algeria, Egypt and Nigeria want the same thing. They want jobs, capital to start businesses, they want to build a career, they want government to support them and set them on the path of progress. I think these are the critical areas we can work on. We will mention the programs that we have, but the MOU will look at the four critical areas. We start to look at what programme does Egypt, Algeria or Nigeria have in sports that are alike and design such programs as a module for the youth of our country.</p><p><br /></p><p>In his response, the Algerian Youth and Sports Minister Abderezak Sebagag said, "I wish to thank the Minister of Youth and Sports Development from Nigeria and Egypt. </p><p><br /></p><p>"Concerning the developmental policy that we want to engage our youth in our respective countries, especially the aspect of improving their digital skills, we have a volunteer program in Algeria. </p><p><br /></p><p>The Egyptian Minister of Youth and Sports Development, Dr. Ashraf Sobhi also affirmed, "We as a Ministry, we will work as one country in an effort to develop youth and sports in Africa.
